Why cities are hard for thermal plants
Conventional thermal plants are pushed away from cities by their cooling-water demand, their footprint, and public opposition to smokestacks. Urban and near-city sites are therefore served by long transmission from distant generation. Any firm resource that could sit at the urban edge would shorten that path.
The burner (MetroVolt) is designed for near-city siting. Direct energy conversion removes the steam cycle, so there is no evaporative cooling draw and no cooling tower plume. The low-neutron D-3He core reduces activation and shielding relative to D-T. The footprint is compact and modular. These properties are what make an urban-edge site plausible.
What still governs an urban site
Even a clean, water-light machine must satisfy a nuclear safety case, emergency planning, community consent, and zoning. MetroVolt is low-neutron, not aneutronic, so neutron shielding and activated-material handling are part of the design. Public engagement and licensing are on the critical path for any urban-adjacent site.
Honest framing
Near-city siting is a design goal enabled by the water and footprint advantages, not a permission already granted. It also does not exempt the unit from the availability gate: a near-city unit still needs redundancy or a grid tie to reach data-center-grade firmness.
