Siting a burner near people requires a nuclear safety case, licensing, and community consent, on the critical path alongside the physics.
Near-load siting has non-technical gates too
The advantages that let a burner sit near a city, water independence and a compact footprint, do not remove the need for a nuclear safety case, a licence, emergency planning, and the consent of the community that will host it. For any urban-adjacent nuclear facility these are as decisive as the engineering, and they take time.
The burner (MetroVolt) is low-neutron, not aneutronic: 5.44 percent of fusion power is in neutrons, so there is activation and shielding to account for, and activated-material handling over the plant's life. The safety case addresses these honestly rather than claiming a hazard-free machine.
Engagement as design input
Community acceptance is easier to earn for a plant that is transparent about its heat and material handling, needs little water, and brings local resilience and possibly district heat. But acceptance must be earned per site, not assumed from the technology's merits.
Honest framing
Licensing and consent are real constraints independent of the physics gates and are part of why the commercial timeline is around 2036. The water and footprint advantages help the case; they do not shortcut it.
