The fuel that firmness depends on
A D-3He burner runs on helium-3, which is extremely scarce on Earth. The design-stage estimate is that a single commercial unit would demand roughly 400 times the entire domestic helium-3 supply. Firm power at fleet scale therefore depends on a fuel supply that does not exist at terrestrial scale today. This is the third honest gate.
This is why the program is sequenced as it is. The breeder (Hyperion) is built first and, among its products, breeds helium-3 (about 1.97 kg/yr class alongside its tritium). Beyond that, lunar helium-3 is the long-term source. The burner fleet's firmness is gated on these pathways maturing.
Why it bears on the grid case
Everything in this category, firming renewables, multi-day lulls, resource adequacy, relieving data-center load, presumes not one unit but a fleet running continuously. Continuous fleet operation is exactly what the fuel gate constrains. Fleet firmness and fuel supply cannot be separated.
Honest framing
This gate is stated plainly and not softened. It is a physics-and-supply fact, not an economic one. It is the reason the breeder comes first and why lunar helium-3 is part of the long-term plan. Until the fuel pathway scales, fleet-scale firm power is a design goal, not an available service.
