Civilian Primacy

The machines are designed as civilian energy and isotope facilities first; defense value is a derived application.

Energy and isotopes come first

Both machines are conceived as civilian facilities. The breeder (Hyperion) exists to produce tritium, helium-3, and 14 MeV neutrons for civilian science, medicine, quantum computing, and energy fuel. The burner (Aegis / MetroVolt) exists to produce resilient power for fixed installations and data centers. Defense value follows from these civilian capabilities; it is not a separate design.

Why primacy is more than a slogan

What this buys the defense counterpart

A civilian-primary program is more transparent, more scrutinized, and more broadly supported than a weapons-oriented one — which makes it a more reliable long-term partner. It also means the capabilities offered to defense are the same public, well-characterized ones offered to civilian customers, described with the same honest gates. Civilian primacy and the dual-use posture are two sides of the same coin: because the machines are civilian first, their defense value can be discussed openly and conservatively, without crossing into sensitive territory.
