What 'Sovereign' Power Means

Sovereign power means an installation's electricity is under national control across its whole chain: the generating technology, the fuel, the supply lines, and the operations. It is the opposite of depending on a foreign supplier, a commercial utility, or an interdictable convoy for the power a mission needs.

Why fuel is the crux

A generator built domestically is not sovereign if its fuel comes from a source outside national control. This is precisely where the burner's helium-3 gate meets the sovereignty argument: helium-3 must come from a sovereign pathway — breeder-bred domestically, and later lunar — for the power to be truly sovereign.

Sovereign but not yet fieldable

Sovereignty is the strategic reason to pursue this work: it removes foreign and commercial leverage over defense power. But sovereignty does not shortcut the physics. The burner's plug, regime, fuel, and availability gates all stand between the concept and a sovereign installation. The honest claim is a compelling strategic objective backed by a demanding, unfinished engineering programme.
