Defense Continuity of Operations

Defense continuity requires that command, control, and critical systems keep power through any disruption, including deliberate attacks on infrastructure.

Defense continuity of operations means critical military functions, command and control, communications, sensing, keep running through disruption, including deliberate attacks on power infrastructure. Unlike disaster planning, the threat model includes an adversary who chooses to strike the grid or fuel chain precisely because they are load-bearing.

Against a deliberate adversary, dependencies are targets. Grid dependence and short-cycle fuel dependence are both exploitable. Sovereign on-site generation removes those levers, provided the generator itself is hardened and its rare fuel resupply is protected.

No single measure suffices

Continuity is layered: hardened facilities, redundant generation, load prioritization, and secure fuel. A fusion generator is one candidate prime-power layer, chosen for its long resupply interval. It does not replace the other layers, and at the design stage it is subject to the burner honest gates, including an availability shortfall against the most demanding continuity standards.

An adversary studying a fixed installation will map its dependencies precisely because dependencies are cheaper to attack than hardened endpoints. Removing the grid and short-cycle-fuel dependencies denies the two most attractive of those targets. What remains, a hardened on-site source and rare protected resupply, is a smaller and better-defended set. The security value is in the dependencies removed, not only in the capability added, and an evaluation that counts only the generator's output while ignoring the dependencies it eliminates will understate what the concept is for.
