Essential functions need power
Continuity of government and critical-infrastructure protection rest on a small set of functions that must never go dark: emergency coordination, communications, water and medical systems, and financial and data infrastructure. All of these are electrically dependent, and most rely on a grid that is itself a critical infrastructure with well-known vulnerabilities.
Protecting these functions means either hardening the grid, which is a vast distributed problem, or giving each critical node its own resilient power. Node-level sovereign generation is attractive because it localizes the resilience requirement to the facilities that matter most.
A civilian-primacy framing
Kronos frames these applications as civilian and dual-use first. The same on-site generation concept serves government continuity, hospitals, and data infrastructure as it does defense installations. The enabling burner (Aegis / MetroVolt) is a design-and-simulation study with four open physics gates and is not offered as a fielded solution.

These functions are also interdependent: communications depend on power, emergency coordination depends on communications, and medical and water systems depend on both. A power loss therefore cascades through the whole set. Node-level resilient power interrupts the cascade at its root by keeping the electrical layer up, which is why it is treated as foundational rather than as one measure among equals. Protecting the electrical layer first is the highest-leverage action available, because every other essential function is downstream of it and fails in sequence once it is lost.
