Cost measured in exposure, not currency

Every delivery run is a exposure event. The cumulative human cost of fuel logistics is the sum of these exposures over the life of an operation.
Because exposure scales with the number of deliveries, and deliveries scale with consumption, cutting on-site fuel demand is a direct reduction in the number of people who must be placed at risk. This is the humanitarian core of the logistics argument, independent of any economic accounting.
How generation choice changes the exposure
A site that generates its own power from an energy-dense fuel needs resupply rarely, or over intervals measured in long horizons rather than days. Fewer resupply events means fewer exposure events. The breeder and burner are design studies today, so this is stated as intent and principle, not as a delivered capability.
