No Fissile Fuel In The Cycle

Fusion fuel contains no uranium or plutonium, so the fuel cycle offers no pathway to weapons-usable fissile material.

The fuel is hydrogen and helium isotopes

The materials in the fusion fuel cycle are isotopes of hydrogen and helium, plus lithium for breeding. None of these is a fissile material. There is no uranium to enrich, no plutonium to separate, and no chain-reacting core. The proliferation concerns that surround fissile fuel simply do not apply to the fuel itself.

Why this matters for supply

A fuel cycle without fissile material is easier to distribute widely because it does not carry the safeguards burden that fissile fuels require. This supports the abundance argument: the fuel can be made and used broadly without creating a proliferation-sensitive supply chain around it.

Distributable without safeguards

A fuel cycle free of fissile material can be deployed broadly without the safeguards regime that fissile fuels demand, which is itself a supply advantage. There is no enrichment plant to inspect, no weapons-usable stream to track, and no diversion pathway to guard against. This makes the fuel compatible with wide, decentralized deployment rather than confined to tightly controlled sites.
