The fuel is hydrogen and helium isotopes
The materials in the fusion fuel cycle are isotopes of hydrogen and helium, plus lithium for breeding. None of these is a fissile material. There is no uranium to enrich, no plutonium to separate, and no chain-reacting core. The proliferation concerns that surround fissile fuel simply do not apply to the fuel itself.

Why this matters for supply

Distributable without safeguards
A fuel cycle free of fissile material can be deployed broadly without the safeguards regime that fissile fuels demand, which is itself a supply advantage. There is no enrichment plant to inspect, no weapons-usable stream to track, and no diversion pathway to guard against. This makes the fuel compatible with wide, decentralized deployment rather than confined to tightly controlled sites.
