About the Role

Essential Functions:

- Coordinates and prepares the scope of work and specifications of contracts for professional/technical services, contract/agreement documents and Requests for Bids and Proposals; analyzes needs; recommends sourcing options and solicits vendors until Court needs are met.
- Prepares, reviews and monitors contracts and/or agreements for assigned area; ensures general and legal compliance with established terms and conditions; conducts risk analysis for service and software agreements; may prepare analytical and statistical reports on operations and activities.
- Writes contract requirements in conformance with the Judicial Branch Contracting Manual, Trial Court Policies and Procedures and State and Federal laws, ordinances and rules and regulations.
- Researches and interprets contract provisions including explaining contract processes, remedies, penalties and compliance terms to Court departments and end users; obtains certificates and other appropriate certification pursuant to contract provisions.
- Prepares, maintains and monitors contract and agreement files as required; updates and maintains contracts and agreements in line with department procedures; coordinates the renewal and extension of contracts as needed.
- Serves as a procurement process liaison between other Court departments, divisions, the County, contractors or vendors; coordinates operational needs when necessary.
- Facilitates the proper evaluation of bids and proposals received in response to a Request for Proposal (RFP), Request for Qualification (RFQ) Request for Information (RFI) or Quick Quote.
- Depending on assignment, may draft or assist in the preparation and negotiation of contracts and agreement documents in compliance with established guidelines and department requirements.
- Depending on assignment, may initiate and perform a variety of accounts receivable/payable related work in support of proper system accounting processes and year end closing of purchase orders.
- Depending on assignment, may provide direct supervision to general unit staff as needed. This would include assigning and reviewing work, training employees, evaluating employee performance, approving leaves and merit increases, and administering discipline.
- Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of contract compliance and procurement.
- Ensures practices and procedures of the unit remain aligned with the agency goals and objectives (i.e., cost savings, expedited purchasing, and open competition).
- Performs related duties and responsibilities as required.
