David Goggins

BOARD ADVISOR, Power Plant Engineering + Naval Design Lead

David Goggins is a Board Advisor for Kronos, specializing in Power Plant Engineering and Naval Mechanical Engineering Design.


David was previously a member of the U.S. Navy for 34 years, enlisting in 1989 and recently retiring in July 2023. As an Engineering Duty Officer, he took on many roles over the years. These include: Submarine Acquisitions, Seawolf Class Project Officer, Virginia Class Submarine Program Manager, Columbia Class Submarines Program Manager, and Program Executive Officer for Submarines.


Prior to his recent retirement from the U.S. Navy, David was the lead for Undersea Acquisition, managing a total of 15 Navy acquisition programs which included the design, construction, delivery and conversion of submarines and advanced undersea and anti-submarine systems, helping his team at PEO Submarines keep America's Navy #1 in the world by developing, acquiring, modernizing and maintaining the world's best submarines and undersea systems, including Special Operations Forces delivery systems; submarine rescue systems; torpedoes; towed acoustics sensors; and unique submarine sonar, fire control, imaging and electronic warfare systems.


From 1984-1989 David attended University of California, Berkeley and received his Bachelor of Science specializing in Nuclear Engineering and Material Sciences.


He Attended the Naval Postgraduate School from 1993-1995, receiving his Master of Science degree in Operations Research.


From 1999-2001, he attended Massachusetts Institute of Technology (MIT) and received a Master of Science degree in Mechanical Engineering and Naval Architecture & Marine Engineering.


From August 2018 - July 2022, he was the Naval Architecture and Marine Engineering Curriculum Sponsor at MIT. From July 2022-Present, he has been a member of the MIT Mechanical Engineering Visiting Committee where he still plays a role today.
